How do I get this tint?

I'm using PE19. Not the exact shade but I'd like the blue tint on the white version. What's the best way to go about getting it? Thanks.

You could use a Hue/Saturation adjustment layer set to Colorize

(Layer>New Adjustment Layer>Hue/Saturation)
