Go to

/Applications/Adobe Photoshop Elements 2018/Support Files

double click on the

Adobe Photoshop Elements Editor.app

to start the pse 2018 editor.

In the Dock right click on the pse 2018 icon, click on Options then click on Keep in Dock

Then you'll have an shortcut to the pse 2018 editor in the Dock.
