How to Drag and Drop from Floating Files in Elements 2024

I can't seem to uproot files from being embedded in the overall window anymore.  With the last version of Elements files opened in a free-floating manner, and I could choose to embed or lift them from the bar.  This made it easier to drag and drop selections from one file to another, but now they're all just stuck in a one-at-a-time line.  Any advice?

In the photoshop elements editor Preferences>General check Allow Floating Documents in Advanced Mode

 

Edit>Preferences>General on Windows

 

Adobe Photoshop Elements 2024 Editor>Settings (Preferences)>General on Mac
