I have no oil paint option - Photoshop Elements 2018

I want to use my (what I thought was available on this version) oil paint.  It is supposed to be under Filter and then Stylize, but it does not show up!  Do I need to download something.  Can someone help me with this, please.

Photoshop elements does not have the Oil Paint filter, that's only in photoshop cc.

 

Photoshop elements is a consumer version of photoshop cc so it doesn't have all the features of it's bigger sibling.
