I'm 67 and need simple instructions how to add plugins

I use a desktop, windows 11, usually Microsoft edge browser and have Photoshop elements 15. I tried puttting VM and a sparkle plugin in the plugins folder but it keeps saying it's eitehr wrong or missing a part? I want animated sparkles, like those little plus signs to put on pictures. Any help, explained simply would be much appreciated. Not too tech savvy. Thank you

Some plugins need to be installed using an installation file.

Can you post a link to the plugin?

Elements 2023 has a sparkle overlay built in.

Those VM Natural filters were made using Filter Factory, an old Adobe plugin structure that only works in older 32 bit versions of photoshop elements/photoshop, so they won't work in pse 15, since it requires 64 bit plugins/filters.
