I have researched and researched and cannot find a solution to this problem.
When I attempt any kind of "fix" in PSE, I first get the error message "active layer is empty" (which it isn't)
When I click "ok" on that message, a second one pops up that says "not enough memory (RAM)"
I have uninstalled and re-installed.
I have followed the RegEdit fix, but "Photoshop Elements" doesn't even appear in my Registry. Organizer and Premiere Elements are there, but not Photoshop.
Someone please help!

I made a new Dword - that one I have marked in the picture. I maid it to 2000 = 2 Gb.

You should make the Dword the amount of ram you machine has.

As I said, Photoshop ElemeneE doesn't appear in my Regedit list. Organizer and Premiere elements, but not Photoshop.

The article linked in the answer included the paragraph I need, but was missing in other regedit solutions.
*If you purchased Photoshop Elements through Microsoft Store, you will need to create the registry pathway.
To do this, open the registry the way that is mentioned. Once there, right click on "adobe," select "new" and then "key." Name the key "Photoshop Elements."
Right click on "Photoshop Elements," select "new" and then "key." Name the new key for the version of PSE that you have. For me it was 15.0.
Once you have created that final "key," you can complete the steps just as described in the answer.
