Not printing all sides of picture border

I have Photoshop Elements 11.

I've noticed that whenever I try to print out a picture, with a border around it, not all sides of the border show up.

I have attached a photo to better explain my problem.

I've been trying to print out a 2" x 5" picture, with a border around it.

I am trying to print it on regular Letter sized paper (81/2 x 11)

Sorry it took so long for me to get back to this.

In answer to your question, I used the 'Sroke (outline) Selection' tool to generate the border.

  1. Open the picture file
  2. Go to Select>all
  3. Open a blank layer above the background layer
  4. Go to Edit>Stroke(outline)Selection. Be sure to place the stroke to inside position

Is this border a stroke? If not, how are you generating the border?
