Are you talking about the Organizer or the Editor (or both)?

What is the resolution of your monitor and do you have and is it set to the recommended resolution?

In the Photoshop Editor, go to Edit>Preferences>Display and Cursors and try changing the setting for High Density Displays:

In Windows Settings>System>Display, try changing the Scale setting:
