Photoshop Elements 15 crashes when using "save for web" and replacing existing file

This doesn't happen consistently, but if it crashes while trying to overwrite a particular file once, it will always crash when trying to overwrite that file. I don't think the files are corrupt, especially since they were generated by PS itself.

You can try deleting the plugin preferences as suggested at this similar post (for MAC):

"Save For Web" crashes PS Elements
