Tools in PSE 11 are not working

I have PSE 11 on macOS 10.12.3 and the tools are not working.  Whichever tool is selected, the cursor only shows the hand tool.

Does anyone have any ideas how to fix this?

On the option bar of one of the tools, e.g. brush tool, there is a little arrow, top left. Click on it to reset all tools. If that does not fix it, suggest that you reset preferences to default:

• Close Photoshop Elements.

• Press and hold Ctrl Alt Shift (Mac: Cmd Opt Shift) and keep holding these keys as you restart Photoshop Elements.

• When you get a dialog box that says: Delete the Adobe Photoshop Elements settings file? you can let go of the keyboard keys and click Yes.
