Unable to move image to print in Elements 2024

I can move the image around in A4 but when I reduce to A5 to make a greeting card, I cannot move the image and blue box up the page

Moving your slowly near the edge of the blue bounding box is key.  

It also helps to use the correct size paper-  I printed up some 4x6 inch photos, on 4 x 6" photo paper.
