Upgrade on a new computer

Hello all,

I am buying a new PC soon and I currently have Photoshop Elements 13 and would like to upgrade to version 15 is it still possible, or do I have to upgrade to 2018?

    You can upgrade to Elements 15 from Adobe Store - Adobe Photoshop Elements 15 .

    Can you tell me if it's the same price upgrading to Version 15 than it is to upgrade to 2018?
