When I open a raw file I get a nice interface: can I get the same interface when I edit a jpg file?

The first thing I see when I open a raw file is the environment shown in the picture below, with a set of nicely displayed controls shown on the right hand side of the screen.. 

QUESTION:  I would like to be able to edit JPG files with this same nicely formatted set of controls.  Is this possible, and if yes, how can I do it ?
