I'm unable to open HEVC files. I followed Adobe's instructions, paid $1 for the plugin, set plugin permissions to everyone and it still doesn't work. Is there a fix for this?
I also contacted support but I can't get any help becasue I am using the 30 day free trail. Obviously I will not purchase the software if it can't even open an iPhone video.
Unfortunately you are correct. I apologize for encouraging you to solve this.
Your clip will not load in my copy of Premiere Elements 2022 on my Windows computer. Using Mediainfo, it showed that you are using 4K 60fps HEVC. Based on a few other posts in this forum, the 60fps is the deal breaker. I've tried HEVC 4K at 30fps with no issue on the same system. I know of no solution other than changing settings in your phone, using other editing software or converting what you have with the

HVEC (H.265) is unavailable in trial. But H.264 is. Covert your files to mp4.
You need to buy the product in order to use H.265 files.
If you do not like the program you can ask for your money back within a month.

Be sure to buy direct via download from Adobe for the 30 day return. Buying from a retailer in a boxed set with discs does not get the 30 day satisfaction guarantee.
A free trial followed by a satisfaction guarantee is as good as it gets with any software!
Premiere Elements will obviously open iPhone video. Is there any commercial software on the planet that won't? However, based on reading in this forum, there may be extra high frame rate settings on the newer iPhones that don't work well. If you are commited to iPhones, Macs, iPads, etc., you might look at the $300 Apple Final Cut Pro software. But, at three times the price, that's a lot of money to handle a few unique Apple iPhone video settings.

I followed the instructions in that link before posting with no luck. The comments are mostly from two years ago with people using older versions of Elements. It also appears to be an unresoleved issue for them.
This is pretty ridiculous to be honest. I installed the software last night. Someone said I needed to buy it so I uninstalled everything, bought the software, reinstalled and the problem persists.

Did you reinstall the HEVC plugin after reinstalling Windows?
Did you install all Windows updates?

I reinstalled the extention and updated everything. See my other comment for more info. I also followed the steps to set permissions to everyone. HEVC files open without issuse everywhere but Premiere.

Your clip worked without issue in my copy of Premiere Pro.

Premiere Pro handles HEVC files differently.

That's unfortunate and pretty surprising. This isn't exactly cheap software. The tech support people were telling me my system is broken. Pretty poor expirence overall I must say.
I really appreciate your help though, thank you

Two years ago, two versions back, it didn't work very well. Based on how often current trouble is posted here, I would say it is resolved. That said, something isn't right on your computer. Could you have two HEVC drivers installed? Would you please check your device drivers? Would you also share a short clip from your phone? I would like to check it on my Windows computer. I might find something.

I had one HEVC extention installed on my PC to start. The software prompted me to install another so I did. I toyed around with installing and unistalling the extentions with no luck. After that I reinstalled windows and I was no longer able to open HEVC files at all. Then I installed the extention recomended by Adobe and was able to open HEVC files without issue however it still does not work in Premiere. Tech support says the same thing, that it's something wrong on my computer. However I have no other indication that there's a problem on my end. HEVC opens fine with the video player and also opens without issue with other video editing software.

FYI you need to accept cookies (at leat in EU) to enable the "contact-us" button from the "help and support menu". Quite a pity Adobe Elements cannot use the default format of iPhones (ask $30 more if you want I don't care). Hope it will be fixed in the futur.

Did you ever find a solution to this? The same is happening to me for 2022 and 2023. And my videos are just HD 60fps.

I have a Lenovo laptop running WIN11, WIN10 at that time. I was having a problem with Adobe Premier Elements not wanting to import more than a few HEVC files before running into a problem. Then it worked, then it didn't, etc. I learned that the Intel Driver Support utiltiy was installing the latest driver update and the Lenovo driver update utility was overlaying that with an old driver. When the old one would overlay the new one, Adobe wouldn't import the files. I contacted Lenovo and I went back and forth with their support person (not persons) who argued that their driver was the correct one. He eventually quit responding and began closing my tickets as soon as I opened them. I contacted Lenovo via their Facebook page and they eventually quit responding as well. So I uninstalled the Lenovo update utility and I haven't had any problems since then.
If you have an Intel graphics machine, go to their site and install the Driver and Support Assistant utility. Let that be your graphics card driver utility. If you have a different brand, go to that website and see if they have a utility.
Other than that, if you have an older machine with an older graphics card you may have to update. Initially, when I had the import problem I just converted all the HEVC files to .mp4. That worked as well.
Do you have the VLC player? That installs a driver for HEVC files. From their site:
VLC does support HEVC codec and there should be HEVC related modules installed by default. Check by: Open VLC player > Tools > Plugins and extensions > Plugins > Search: HEVC. If there is no result, simply install the latest version of VLC, and recheck the HEVC plugin in VLC to see if it works.Feb 17, 2023

Have you tried Handbrake free software? The problem with HEVC footage is that it works with a variable frame rate to compensate for variable lighting conditions. Handbrake should sort the issue out and will take a whole folder at a time.

Thanks, I posted the resolution above. It was the Lenovo laptop update software that was overwriting the Intel software update with an old driver. Once I deleted all Lenovo bloatware from my machine everything worked fine and I've not had any problems since then. If you scroll up a little you'll see my response in the "correct answer" area.
