When working on a project, playback freezes and when I restart it will play for 10-15 seconds or less and freeze again. The only way I can playback the whole project is to unplug my network connection. Premiere Elements is the only program that does this. This is not normal, does Adobe have a fix for this bug?
Try turning off the Adobe Updater in Startup.

I have v2021 and do not have your problem, so I am wondering if v2022 has an 'aggressive' check for updates process that is going to the internet and then locking
