Error Message: Write Access to Folder

Hi
I've recently gotten this error in Premiere whenever I drag any form of video or image into the timeline. I've seen several posts here, where i've tried to give the folder full permission, write and read permission, any form of permission really. The permissions get cleared whenever I press "Ok"or "Apply". I believe that this post does work because of several people saying going into another administrator and giving acces to the folder C:\Users\Public\Documents\AdobeInstalledCodecsTier2. Going into another administrator/making a new profile for admin has worked, but giving acces to the folder can't be done.
