[Fixed] Clip with embedded audio & embedded captions doesn't show track order correctly in sequence

When importing a video clip into Premiere with embedded audio and embedded captions (eg. 10 tracks of mono sound and CEA-608 captions), the first time you create a sequence displays the tracks in the wrong order. It puts track 1 on track 10, track 2 plays on track 1, track 3 plays on track 2 and so on. Restarting Premiere will fix this issue and it appears to be related to the *.mcdb file created in the Media Cache folder once the file is imported. If that *.mcdb file is deleted because the Media Cache is cleared, the issue starts again.
