My premiere pro is dropping frames and every time I playback a project it is stuttering. It's making into practically impossible to edit anything. I tried every possible solution that came up when I researched the issue but none worked. My computer is more than powerful enough to handle the software and I have 16 gigabytes of ram allocated to the program. I don't know what to do if there is anyone who could help me I would GREATLY appreciate it. I also have the latest version of premiere.

1. If you can't list what you've tried, then we might just be offering suggestion you've tried. And from your description there is nothing left to try.
2. We don't even know if you are on a Mac or PC, tell us your components so we can have an idea of your hardware.
3. Would it be possible for you to open the Help/About screen in Premiere and give us the 'latest version' number you are using.
4. Also, the kind of media you are working with. Did it come from a phone, drone, game or video camera?

I am using version 23.3
The project I am currently working on's media was recorded on an Iphone 12, but all of my other projects some being recorded on my computer using OBS are also dropping frames.
I am on a window's and my pc's specs are here
I appreciate you taking time to help me if there is any more information I can give that may help solve the issue I can provide it.

You might simply be running into the h.264/65 wall. Many of us use a proxy workflow when having to deal with thosee codecs. You could also transcode those files to something like ProRes LT or even Proxy.

Aside from that, you can always work on optimizing your PC. I spend a lot of time on that. Yesterday I was testing some transcoding using Shutter Encoder (Free but worth a donation) and saw 100% on my 12900K and even my lowly 1070 was giving 20 - 50%. But the main thing to look at are the Processes, with Taskmanger, Shutter Encoder, HWinfo and a couple of explorer instances I was only at 116 processes. How many on machine to you have at standstill. Mine is 104ish. Every little process that is running steals some processor time with each tick...
