Premiere PRO Collect Files findes NOT "offline files" as offline

I keep trying to 'collect files' on a project, but it keeps failing me, saying these files are 'offline' even thought they are obviuosly not. They are in the project, linked, when rendering the audio is recorded into the video. No idea why it's happening. pls help.
I did try clearing the media cache. Did not help. I tried changing the names of the files, nothing changed. These files are not 'read only'
