Premiere seems completely broken for multicam on Windows no matter what I do

Hello,
I'm a long time Premiere Pro user and I'm a regular multicam user and even though computers are getting better over the years I can see Premiere's performance degrading. So either Premiere isn't configured correctly, either Premiere is incompatible with my system, either my system is broken (which I highly doubt) or Premiere is just getting worse over time.
I want to point out that Premiere has been flawless in the years I was running it on an iMac but since then, I had to switch to Windows for work related reasons. My workflow was A7S2 -> EditReady Prores Proxies > Premiere Flawless Playback. I remember I had a project with 12 4K angles and it was flawless.
On Windows I've tried all the built-in proxy presets which are really not the best choice to start with. I'm really curious to know why one would those formats? Tried them anyway since they were there by default; playback issues wouldn't last as long but they would still make multicam editing impossible to achieve without scratching your head.
I've created an ingest preset in Media Encoder based on this preset; DNX SQ 720p 23.976 and it helped the playback a lot but, Premiere will eventually have the playback issues again and eventually throw errors. I thought that rebooting my computer would leave me another hour of happy snappy workflow but no, strangely, the more I used the proxies, the more slow they became even after restarting Premiere and rebooting Windows. Then Premiere started throwing errors, I had to relaunch it multiple times until I got this error which didn't made Premiere crash but broke the UI. From that point I decided this wasn't acceptable and here I am seeking help!
Here's an exhaustive list of things I've tried so far
- Proxies as mentioned
- Drop playback resolution to 1/16
- Turn off High Quality Playback
- Reserve 90% of my RAM to Premiere
- Enabled GPU Acceleration
- Create Proxy files
- Close unnecessary and heavy elements in UI (Lumetri Scopes)
Specs and worth to mention information
- i9-9900k
- 32 Gb RAM
- Samsung Pro M.2 nvme
- Nvidia 2080ti GPU
- CPU/GPU watercooled with temps under 50 degrees
- Windows 10 Pro updated to latest version
- GPU updated to latest Nvidia Studio drivers through Geforce Experience
- Latest Premiere Pro version updated from Creative Cloud app
I'm out of ideas and my workflow has since severely been impacted. It's taking me 4 hours to do what I used to do in 2 hours. I'm even considering switching to another editing software if this can't be resolved. I'd really like to resolve this issue since I've always worked with CC and I'm used to it and it would be a pain to learn something new.
Thank you to whoever will get me Premiere working as reliable as it used to on a Mac.

Is it the right place to ask for support?

Hi, Laurence,
This is the bug reports forum, not official Adobe Support. You can get that here: https://helpx.adobe.com/support.html - The chat pod is on the lower right. Ask for the video queue M-F 7AM to 7PM PST.
To solve your issue, make sure that install the 528.49 studio drivers not the game ready ones from GeForce Experience. Let the community know if that helped. If you still want to file a bug, you can also let us know.
Thanks.,
Kevin
