Syncing Failed

has anyone successfully used the synchronize settings tool in premiere recently? today and a few months ago when I tried it gives me this error: "syncing failed there was an error updating the remote files. please download your settings before attempting to upload again." I'm on premiere 2024. adobe just remoted into my computer and wiped creative cloud and reinstalled it and of course my keyboard shortcuts are noticeably absent in premiere. I know ive def backed them up to the cloud before, so instead of remapping my keys from scratch I'm trying to sync my settings and I'm getting this error. same error I got months ago. not sure what the deal is
