Why don't button layouts save or work with Sync Settings?

Am I missing something here? I keep building new button layouts beneath the record(program) monitor, but for some reason they keep resetting every time I open up Premier Pro, and sync (upload) doesn't seem to work because when I use a different machine and download, the button layouts are back to reset.

I posted a reply earlier. Yes, two of my buttons are now saving but everything else is going back to default. I think Adobe is confused. They don't know how to fix this. I wonder if D.R. has smarter techs?
