The broadcast format of HD is 16:9 which corresponds to the 1.78 aspect ratio.

Your source clip is Standard Definition, or actually a little less since 720x480 is NTSC DV (720x576 for PAL). In any case, the source is a 4:3 aspect ratio, and you said you wanted to have a 16:9 ratio which is widescreen format. This means you would have to crop off some video from the top and bottom of the 4:3 image to get it to fill a 16:9 frame.

Also, what are your delivery requirements? If you take a low-quality source such as you have and try to create an HD clip from it, the results will be poor since the source is very low resolution, which will be made worse yet by cropping and converting to HD. So please let us know what your workflow and intentions are with this project. Then we can recommend the best methods to achieve that result.

    Thank you

If your exports have a black bar, and source is HD video, then perhaps the Sequence Settings being used are not correct. Can you please post a screen grab of the Export Settings so we can review for you?

    Thank you
