A hard to describe graphics bug but makes the timeline unusable (Premiere CS4)

Okay, so I have Adobe CS4 collectiona nd it comes with Premiere CS4, I have worked with Vagas and Final cut 7 in the past and I figured this would have a learning curve, but it had this feature (or bug) that makes this thing basically unusable.

Basically the issue is moving clips in the timeline, basically if I click on a clip an try to drag is ANYWHERE the entire timeline will zoom in and not show where my clip or cursor actually is and it stays frozen like a Jpeg like this unless my cursor touches some selectable or clicable in which that icon will appear. I have notice that I can refresh by minimizing and or expanding the screen and it goes back to it native size and shows where everything is. should I click and move a clip agisnt it will distort again and I cannot tell where I am moving anything. this kinda makes the entire thing unuseable, I tried setting compatibility to win 8  (I am on win 10) but this hasn't change the issue. I will try to screen caps of what I am talking about.

see how a "double" of the timeline seems to show up like a zoom in and does not go away? The true position of the clip is under the dam thing, and if you let go and it try to move again it with do this a third time.  is this a feature or a bug? if its a bug? is there a fix? if its a feature, what is it call and can it be turned off?

googling for this has been a nightmare since I lack the lexicon to know what is happening or what this even is, I jsut want a way to fix it, otherwise this program is kinda pointless to me if cannot see what I am doing in real time.

Sorry, the team does not fix bugs or enhance features in previous Premiere Pro versions.

I don't know of any companies that fix or enhance older software. Sorry. When and where was the software purchased? If you were not aware, that software is over a decade old and is no longer even sold.
