Adjustment layer grayed out

I have the same problem. I am in premiere pro cc 2018 and I File>New> Adjustment Layer, but Adjustment layer is grayed out, meaning not available.

I can't replicate your issue. Have you tired Deleting your preferences? It is the usual first step when weird things happen:

Resetting your preferences will return Premiere to its default settings.

This isn't the correct answer if the Project Panel is not selected. Adjustment Layer on the File Menu is available in that case.
