Adjustment layer, transform effect, and scaling individual images

This might be an obvious question, but I can't quite seem to make my adjustment layer work the way I expect. I'm trying to make a time-lapse with a pile of still images, which I created using the "Automate to sequence..." tool. This seems fine, except that the original images are quite a bit larger than 1920x1080, and I'd like to do a bit of scaling and cropping. I added the "Transform" effect to an adjustment layer above the sequence, but the "Scale" option isn't working how I expect. If I add the Transform effect to an individual image and set a scale of, say 50%, it "zooms out" like I'd expect. However, if I set Scale to a number less than 100% in the adjustment layer transform effect, it just makes it a smaller, sort-of-cropped image of the original view, which isn't really helpful. Is there some subtlety to using the transform effect in an adjustment layer that I'm missing?

I could not replicate the Issue, It is working fine with me.
Can you please share a screenshot or a screen-recording of the Issue? Also what version of Premiere are you using?

Meanwhile, as a workaround:
1- select all clips/stills, Right click --> Scale to frame size or Set to Frame size.
2- Apply a transform effect directly on one of them, set the desired scale, save it as a preset and apply it to the rest, OR Copy/paste attributes

try to use the nest option from   Clip > Nest so that you can apply the transform effect to all your still images , otherwise if you want to keep them all in front of your timeline you can try to adjust one and then copy and paste attributes to all the other ones .

Make the sequence the same size as the images.  You can export to HD size later.

if I set Scale to a number less than 100% in the adjustment layer transform effect, it just makes it a smaller, sort-of-cropped image of the original view,

That is expected: the AL is 1920x1080 the same as the sequence and not the dimension of your larger images; hence the cropping.

Nesting will not work as it takes on the same dimension as the sequence: 1920x1080; same issue.

Follow Christians advice.

Aha, thanks, that all makes sense! I tried a couple of your suggestions; I've decided that since I want the same transformations to every image, setting up one and saving the effect as a preset worked the best for my exact case. Thanks for the replies, I feel like I understand adjustment layers a bit better, and now I've had a chance to play with nesting clips and creating presets, which I really should have learned before. Much appreciated!
