So I have been working with Adobe CS5 for a few years. I finally broke down and purchased the Adobe CC to use the newer programs and its features. Everything is working great despite the incredible decline in the quality of my rendered projects.
In CS5 I was rendering/exporting in H.264 1080p 25fps and never had an issue with flare and lighting effects being improperly blended with other layers or backgrounds. in CC 2015/16 & 17, the H.264 versions of my rendered projects just look horrible. I have found that the HDV 1080i using MPEG-2 renders perfectly. I have posted the examples below. It's not a huge deal since I have found a work around, but if someone has any information on what is going on in the background on these programs, it'd be greatly appreciated.
H.264 1080p 25fps

MPEG-2 (for blu-ray) HDV 1080i 25 (1.33 PAR)

Turn the brightness up a bit and you'll see the transparent layer from the glare stand out....almost looks like its getting blotchy on the top photo. the second photo seems to appear fine.
I have also posted my detailed system specs below incase someone asks.

Thank you for the quick reply. Checked all of those settings, and they are set properly. I did however notice a huge difference in the playback software I was using. The windows player and divx playback player apparently has a problem with gamma playback. When I post these on my youtube account or CAST them to my TV/mobile device, they play just fine.
