Hello, I was having the same problem. When I installed Windows 11, I noticed that everything on the screen was enlarged and I changed the screen settings from 125% (it comes automatically like this) to 115%. The screen size was exactly as I wanted, but I encountered this ridiculous problem in Premiere. Now I changed the screen size back to 125% and the problem was solved. I hope it helps.

Delete the Media Cache and Media Cache files:

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).
If that doesn't work, try creating a new project and import the old one into it.
