My computer has two graphics cards: an integrated graphics card (Intel 4600) and my ATI Radeon RX 570 (AMD). When I load Adobe Premiere Pro, I get the following error where only my integrated gpu shows up:
I've updated the drivers of both my integrated and radeon graphic cards. I've double checked that my Windows is up to date. I've also disabled my integrated graphics card in the device manager. Still no luck. Any ideas on how to fix this?

Both the integrated and the Radeon use OpenCL, am I correct? Then yes, you have a conflict. In this case, Premiere Pro will use only the GPU that's designated as "GPU 0" in Windows, which is almost always the integrated Intel GPU. Unfortunately, the HD 4600 is no longer supported by Adobe for GPU acceleration because Intel had EOL'd new driver support for all Intel CPUs prior to the 6th-Generation (your CPU is only a 4th-Generation model). Therefore, the only way to circumvent this (and thus force Premiere Pro to utilize the discrete Radeon GPU) is to completely disable the integrated Intel graphics in your computer's BIOS setup.

Disabling the intel graphics in BIOS worked. Thank you, Randall!
