Can anyone tell me what causes this and how to stop it? This has never happened before.
Sorry to sound a little grumpy, but It's a little distracting.
Any help would be appreciated!!!

Just what it supposed, your computer has a processor manufactured in 2013 and your GPU does not even reach 1GB of VRAM. The applications work better with contemporary hardware, in this case I do not think you can do much with what you have, you should update at least your GPU. You could also download some less current version of Premiere Pro or try that those gray stripes do not hinder your work. When I move the cursor to the right, the lines disappear. When I move it to the left, they come back again, following my cursor.

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
- Do one of the following:
- Click the Workspace menu icon and select Reset to Saved Layout.
- Choose Window > Workspace > Reset to Saved Layout.

If that doesn’t work ,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Unfortunately, this did not work. I use an AMD Radeon HD 8670D and reset the drivers.

That means your computer is a bit old, that's why you can not change it. Or maybe you do not have the drivers installed. Give us the details of the technical characteristics of your computer, if you are in an old computer you can do very little with this issue.
