Anyone else having issues with grainy transitions?

I can't seem to figure out what the heck is going on and I can fix it for the life of me. Any transition I use is grainy on the export. Whether it be a film dissolve, fade to black, anything I have tried keeps coming out like that. I have even tried an opacity shift rather than a transition. I'm getting the same issue.
