Anyone Know What Edit This is?

There's a YouTuber I really like named Max0r, and I see him using a particular kind of edit that I can't clearly identify that outlines a lot of the figures into black or colored boxes on the screen. I have no idea how he does this, so if anyone has any insight on how to do this trick, let me know! Thanks.

I figured he might not reply since it's likely he's got a lot of emails/messages, but I'll give it a shot.

I figured it would at least be Premiere Pro since in some of his videos the application is on his taskbar and he's got a screenshot of his very, very stacked timline. If not Premiere Pro, would it be something in After Effects?
