Application shortcuts (purple) are active regardless of panel focus

That's what appears at the bottom of the Keyboard Shortcuts window.

Doesn't this mean that regardless of what panel is highlighted, the shortcut action should occur? Timeline preset shortcuts (which are purple) seem to only work if the timeline is highlighted. When I hit my Editing Workspace shortcut, the Program window, not the timeline window, highlights and so I can't then hit my Track Height preset to change my timeline.

Am I missing something?
