Audio lags two frames behind video ONLY in Premiere

I recently discovered that any video I bring into premiere is two frames out of sync with the video leading the audio. I have tested and confirmed this using Catchin' Sync: http://quietart.co.nz/catchinsync/

VLC is in sync. Quicktime is in sync. It's just Premiere, and it's ONLY during playback. I can scrub through the timeline at low speed and everything lines up correctly, but as soon as I play something back in real time, it slips.

All the audio waveforms line up as they should. When I scrub through the timeline, everything seems fine and in sync. But when I hit play, the audio lags ever so slightly.

Anyone have any thoughts on what could be causing this or how I can fix this?

If yes, use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

I'm on Mac.

It's not a VFR issue. I've already checked that.

I've attached MediaInfo screen shots of just one example of the type of video I'm sticking in Premiere.

The sync issue I'm experiencing doesn't seem to be a problem for other people I'm working with on the same project who are running Premiere. At least not the ones who are doing sound (thank goodness).

I've done a lot of research and can't find anything like what I'm experiencing, which leads me to believe that there's some issue with how my computer is interacting with Premiere, but I'm hoping there's a simple fix or something I can check. It's odd because the problem is the opposite of what there are options to fix in Premiere (I can delay audio, but I've found no options to delay video).

How are you monitoring the video?

What is your audio hardware configuration?

What are your Playback preferences set to?

Are you using Mercury Transmit?

Screenshots will answer most of these questions, so they're attached below. I'm using a second monitor with Mercury Transmit for video monitoring, but I tried turning off Mercury Transmit and restarting Premiere and it didn't help. Audio is just the default line out using some Creative speakers that are a few years old.

Does your sequence frame rate match the media frame rate?

its a windows 10 pro PC. Most of the time we are using proRes 422HQ or proxies. i am using catchin' sync to mesure the delay. audio device is set to "mme" latency "500". we use premiere pro 22.6.4 but the problem is not new.
