Auto-captions not working?

I'm having an issue creating captions for a video for social media.

My normal process is to auto-transcribe the sequence, and then create captions based off of that.
However whenever I generate captions, it creates a empty subtitle track with no data.

This is the first time this has happened to me, and has not changed despite system and program restarts.

Any ideas?

The transcription completes? Then you click Create Captions, and it creates a caption track that is empty?
