If you mean avoid it during recording, that's easy - just adjust shutter speed (make it lower/longer usually). But to fix the issue in already recorded file - that's not easy, if possible at all.

+1 on this.  I have a rule that its easier and cheaper to fix something before shooting then after, if it can be done.

 

However there's several ways to fix this.  This is called the "strobe effect" and usually means that your video type is set to the wrong frequency.  Find out whether you should be shooting in PAL or NTSC in your region, getting this right fixes 99% of strobe effects.  the other 1% can be fixed by adjusting shutter speed as @basil1891 says.

 

A simple fix that sometimes works in post is to duplicate the footage, overlay them and offset one by a single frame.  Then play with the opacity and you can often fix strobe effects by doing this.  Drop opacity to 60-90% and try a few mix modes: "multiply", "overlay", "linear light", "pin light" can all work well for this depending on the footage.

 

Otherwise it's down to plugins I'm afraid.  (This is annoying me, I feel like just a week or so ago I found a built in effect in either Premiere or After Effects that fixed this issue and made a mental note to try it out.  Can't for the life of me find it now)

The main issue with recovering is that there are many sources of flickering and they produce big change in how shadows looks. Plus flares / overexposure. Plus movement in frame and panning. It's not really fixable even if you want to manually restore it frame by frame, not even mentioning some automatic plugin. You can get some result, but with significant loss of quality.

You will always have some flickering problems depending where and what you are filming. Of course you should avoid that, but not every light source will be yours and if you ever tried shooting in a museum for example you will find it quite often hard to avoid ugly flickering at all, even if you try every shutter your camera is offering. In this cases you need plugins and I think they manage the job quite well. Another example are for example timelapse recordings where you are also not able to control light sources over time. So in this cases deflicker plugins can do a great job.

For this sample the simplest way is to use two overlay layers (+1 -1 frame shift) with 25% opacity each.

And if it doesn't move, you could mask it and replace with a color from a graphic.
