Basic audio preferences question

Hi - I can't believe I'm asking this first question, it's so simple yet I can't find an answer! How do I set my preferences so that six audio tracks are open when I start a new project? I think mine is set to three currently but I always require at least six. I don't see this option in either Project Settings or Preferences.

I'd also like to set the audio tracks to 'Normalize all peaks to -3db' upon import. Is this possible?

Preferences is set in New Sequence / Tracks.

You cannot set anything on import.
