FAQ on export https://community.adobe.com/t5/Premiere-Pro/FAQ-What-are-the-best-export-settings/td-p/3543038 may help

Use "Scale to Fill" on export. This will help to reduce the black bars

Hi sobia1,

When you use VLC, don't use it maximized to fill your desktop area. VLC maybe scaling the video to fit the viewing area, but since the viewing area has a wider aspect ratio than the video, VLC just leaves the empty space at the sides black.

Try using VLC as a non-maximized window and see how the video looks, and try adjusting the scale to make sure VLC redraws its borders.
