Can Adobe Premiere react to music?

Hi, as title I want to know if is possible to do what is normally done in After Effect but make it in Premiere: for example make a needle of a VU meter move, show a soundwave and so on. Reacting real time with music or sound effects of course. Is possible even with a 3rd part plugin? Even a simple effect can suit for me, but has to be done in Premiere not in After Effect.

Thank you

Alas.

The only way I can think of is manually setting keyframes for whatever propertie you want to have react.

It depends what do you need to do. There are external tools that inserts Markers with the soundwave to then use Automate to Sequence tool, but if you want to do something like VU meter or something like that you need to use Expressions in After Effects.
