First check to see how your computer sees the monitor - Assuring resolutions match - Then go into premiere and set the preferred monitor (I believe its under the playback tab in the preferences menu)

I'm assuming this monitor is powered by USB-3 as well? If possible run an HDMI cable to your computer instead of USB 3.

You can run your TV as a monitor.  You just need the proper device between computer and TV.
