Good afternoon.
I have never used any video editing software but have a question about whether what I want to achieve is possible. Please bear with me since I am a complete novice and will use terms to describe what I want to achieve that may not align with industry-understood language.
This is what I want to do:
Put as simply as I posssibly can, I want to shoot a video of a road I'm travelling down but then replace modern elements in that video with elements from a different period. My camera is facing forwards , following the road. I know I can shoot the video of me going down this road, of course. It's the rest...
Once I have shot my video I then want to remove unwanted things in that video such as (modern) street lighting, road signs and telegraph poles. I appreciate that a video is made up of thousands of frames and that removing elements that continuously change in size as the camera approaches them might simply be just impossible.
If it's pssible to remove these elements, once removed, I then want to replace them with creations of my own so that when the video is edited and replayed it looks just as if those replaced elements belong to the original film.
I have no idea whether this is achievable or not and should be most grateful if someone would tell me one way or the other.
If I've not made myself clear, please forgive me and I shall be happy to give further detail or clarification as required.

You may be able to do the removal with After Effects.
Inserting other items could be done using Premiere Pro and keyframing (and rotoscoping in After Effects, if necessary), but it would be a very tedious and time consuming project.

Is it doable? Oh, yes. Certainly.
Is it easy for a lower-experienced person? Oh Hades, no.
At this time, that still is quite an advanced task to accomplish well. As more maching learning stuff comes in, it will probably become easier. And the suggestion to try AfterEffects for this is spot on at this point also.
Ae ... is a very different, and very complex app also. Best wishes ... but it's a lot of fun to kick around in!
