Anyone else deal with this? If I select an arbitrarily large group of keyframes, I can only move them in 17 frame intervals. If I select an arbitrarily smaller number of keyframes, I can move them as expected.

This issue is usually the result of keyframing a clip that was recorded at a higher frame rate than the sequence you're editing in (e.g., a 30 fps clip in a 24 fps sequence).
To work around this, you can nest the clip in a sequence that has the same frame rate as the clip. Here’s how you can do it:
1. Select the clip in your timeline.
2. Right-click the clip and choose Nest.
3. In the Nest Sequence window, make sure the frame rate of the new sequence matches the frame rate of your clip.

Props to you Paul, this was it! I am doing this to 59.94fps footage in a 23.976 sequence.
