can't scale program monitor down

Hi, Premiere just updated a few days ago (currently 11/10/2020) and I've lost the ability to scale my program monitor smaller than the attached example. I used to be able to make it as small as I want. 

What gives? How can I fix that?

Also, if the program monitor is set to anything under 100%, it's black until I play the video.  When I stop playing the video, it goes black again.

I reverted back to 14.4 and my problem went away.   I can now scale windows how I want them again and my screen isn't blank when anything under 100% is selected.
