Cannot export to H.264 - "Error compiling movie"

I have a complex project that Premiere Pro fails to export to H.264 every time. I have tried various settings, software/hardware encoding, clearing cache files, etc. Using very latest version (13.1.5 build 47). It failed with a prior version as well (hard crash of the application). Here is the failure with hardwared encoding (Intel HD Graphics 630), after 40 minutes of encoding:

 

I look at 4:09 in the video and there is nothing special there - no effects changes, keyframes or anything.

Tried software encoding (which oddly, ran 2X faster, but still failed):

Failed at a different point, but again, nothing special going on in any of the tracks.

 

So now what? Maybe some other format will work (maybe not), but how do I fix this so I can directly create H.264 like this product is supposed to do?

This is fustrating to say the least...

Just to throw out the obvious here, the 'very latest version' is 14.1. So you are still using cc2019. You also said <<It failed with a prior version as well>> Was that cc2018? If so, (you don't mind upgrading in the middle of a project) you might try cc2020, that would be the obvious thing to try, you don' have to remove 2019 but might have to remove 2018 if you still have that installed. As Ann said, open a new project and use IMPORT to call your sequence in from the current project. 

 

Try exporting to some other format, like ProRes.

OK, feeling really stupid here. I have cc2020 installed, but my taskbar icon was still pointing to the 2019 version. I was able to export with no errors using 2020 (e.g. v14.1.0 build 116) using either hardware or software encoding.

 

Oddly, using software encoding took 25 minutes, hardware encoding (Intel HD Graphic 630) took over 45 minutes.  Does that make sense?

Make new project and import old one and try again.

Does it do this on other projects?

 

Have you tried closing Premire, deleting all cache/cache database/preview files, then relaunching Premiere?

 

What is the source media used on the sequence? How and where is it stored on disc on your machine?

Have not had this problem on other projects.

 

I have closed, rebooted, delete cache files, cleared database, relaunched Premiere multiple times. 

 

Source media is varied - there are about 12 video tracks taken from various mobile devices (iphones, android, laptops, etc). Plus a few static PNG images, etc. All media is stored in the same directory as the project file, on an internal hard drive with >100GB of free space.
