Cannot start a new project in Premiere Pro

When I try to start a new project in Premiere Pro, it will show "No respond" and the application need to be restarted. I have install other Adobe software such as Photoshop and AI as well, but all the others work well. It is just the problem in Premiere Pro.

CPU: AMD Ryzen 5 5600G with Radeon Graphics 3.9 GHz

RAM: 16GB

GPU: NVIDIA Gefore RTX 3060 Ti
