Change media Start/End with xmp

I was wondering if it possible to change the media start/end point of an offline clip with xmp.  The goal would be to decompose the clips, using the video In/Out to set the media start/end.  I thought the code below would work but only the tape name is changed.  Any help would be appreciated.

We're making improvements in our forthcoming (next) PPro release, around our partial file restore functionality (of which your described workflow, above, is reminiscent).

Yes the panel would have a button that when clicked by the user would find all the offline clips in a project.  It would then take the video in point and make that that the media start point and take the video out point and make that the media end point.  In effect decomposing the media.  We have a lot of media, spread across tape, LTO, and servers.  We use a custom program to link up the media that is on the LTO/servers.  The clips that are on tape come in offline but their media start/end is for the whole tape so Premiere wants to capture the whole tape instead of just the clip.  I want a quick way to decompose those offline clips that need to be captured from tape.  Also just trying to learn!
