I see this effect being used mostly is sports shows and I'd like to know how it is done. It is a circle drawn around a player but instead of a ' static circle ' the circle is seen being drawn in " real time " , it seems to be a " circle wipe " but I's like know to do it.

The effect is created in live sports broadcasting through a device called a Telestrator (or a variation thereof) which allows you to draw on the video.
To do this in Premiere, one suggestion would be to use Photoshop to create the "hand drawn" circle, then bring it in to Premiere and reveal it as a key over the video using a circle wipe.
You could also draw some circles with a broad marker on a paper, scan or take a photo of the paper, then bring that in to use as the clrcle.

They have special equipment and software to do that ... I've seen demos at NAB. Fascinating stuff, but a bit spendy.
I wonder if there's another way to do it though ...
