Clip Menu commands are inaccessible when Timeline panel is on a secondary monitor

- Issue - Timeline panel commands are inaccessible when the panel is placed on a secondary monitor.
- Adobe Premiere Pro version number: v25.0

- Operating system - macOS Sequoia 15.0.1

- Apple M1 Ultra
- RAM:64GB
- Hard Drive:Macintosh HD

- Video format: MP4/MOV H.264 4:2:0

- Workflow details - Single sequence editing with clips placed on the timeline. No multicam or other complex settings.

- Steps to reproduce
1. Open Adobe Premiere Pro and load a project.
2. Move the Timeline panel to a secondary monitor.
3. Select any video clip in the Timeline panel.
4. Open the Clip menu to access available commands.

- Expected result - The Clip menu should display all relevant options (e.g., Speed/Duration) as selectable.

- Actual result - The Clip menu options are grayed out and cannot be accessed. However, when moving the Timeline panel back to the primary monitor, the commands become available as expected.

I just tried it on PP 25.0, w/Win11 and it's working there also.

FWIW: I works as expected in Win 11, and PP Beta.
