There is audio on an audio track under the gap. That's why is doesn't work.

Close gap won't work on your timeline. The audio is overlapping the section you want to close.
It's by design, has always worked that way.
You need to close the gap manually.

I'm not sure if this helps, but you can cut and paste the selected four clips in Video Track 2 to the tail of your Timeline, then while they are still selected use Sequence > Close Gap and cut and paste them back.
