You can upconvert but you will always lose quality. Do you have access to the original footage?

I shot it in a studio. I have the master copies on DVDs.
The files are two files named Audio_TS and Video_TS when I click on the DVD
I converted them in VLC. Am wondering if Premiere can enhance or make a better MP4 to upload to my website.
It was shot in about 2008
